About the "matzav", the advice needs to be much more urgent and more comprehensive. Who says that when push comes to shove you will be able to get on a plane? The advice given is for anyone with some spare cash to buy in Israel, when everyone should be planning their aliya, monied or not. For people who do not have extra cash, they can sell their home and rent in the meantime. And for anyone who does not own a property, they can rent in Israel just as they rent in the US.
Regarding the difficulty of transferring money from the US to Israel, I have heard of a service called http://www.clearshiftinc.com/. I haven't used it myself, but it was recommended by friends. Obviously you have to check it out for yourself.
