Hashem created us to be His Beis HaMikdash and that is why, as Rabbi Kessin explains, Hashem gave each of Am Yisrael standing at Har Sinai the FIRST TWO MITZVOS. They were given to us personally by Hashem. It was thereafter that Moses gave us the remaining mitzvos.
