Netanyahu pressures Ben-Gvir to stop Jerusalem operation

PM sends his military secretary to tell National Security Minister to stop counter-terror op after warning from security officials. Chief of Staff Herzi Halevi holds unusual conversation with PM Netanyahu imploring him not to transfer authority away from defense minister.

IDF Chief of Staff Herzi Halevi (Kochavi) held an unusual conversation with Prime Minister Benjamin Netanyahu, during which he implored the prime minister not to transfer any authority over Judea and Samaria from Defense Minister Yoav Gallant to Finance Minister Bezalel Smotrich.

Smotrich, the chairman of the Religious Zionist party, has included in the coalition agreements the demand that authority over the Civil Administration and the Border Police in Judea and Samaria be transferred from the responsibility of the IDF to the Minister in the Ministry of Defense and the Minister of National Security. Smotrich believes that the residents of Judea and Samaria should live under a civilian administration the same as residents of pre-1967 Israel and not the military administration they have been living under for decades, and considers this arrangement to be a form of discrimination against the Jewish residents of Judea ad Samaria.

According to the report by Channel 13 News, Halevi's arguments were very similar to those of his predecessor, former Chief of Staff Aviv Kochavi, and included concerns that authority over the security forces would be split among two ministers.

The Chief of Staff expressed his position both to the Prime Minister and to the Defense Minister, saying that he thinks it would be a mistake to transfer these powers to Minister Smotrich, who has been pressuring Netanyahu to abide by the coalition agreements by granting him the authority he seeks. 

Attorney General Gali Baharav-Miara has warned that there may be legal problems with transferring these powers to Smotrich as the territories of Judea and Samaria are disputed under international law. Yesterday (Wednesday), Channel 13 News reported that Shabak chief Ronen Bar initiated an unusual conversation with National Security Minister Itamar Ben-Gvir and warned him that his punitive measures in Arab neighborhoods of Jerusalem could incite a security escalation in the capital. 

MK Zvika Fogel (Otzma Yehudit) responded to the Shakbak chief's warning in an interview with Galai Tzahal (IDF Radio).
"I don't accept Ronen Bar's assessment. He, the Defense Minister, and the Prime Minister - who are no different from their predecessors in office - have been stuck for too many years in the 'quiet and containment' paradigm while we are counting bodies," Fogel said. MK Almog Cohen (Otzma Yehudit) also responded to the Shabak chief's criticisms and said that there is an attempt to stop or reduce in scope the counterterrorism operation which was launched following the recent spate of terrorist attacks in Jerusalem in which 11 Israelis have been murdered. 

"There is an operation there, a large, massive operation, which could set the city on fire, but at the end of the day, everything could set the city or the Middle East on fire. Every action could cost us blood, but should we continue to be murdered in the streets and to bury children before the start of Shabbat?" he asked in an interview with 103FM Radio. 

Should we stop acting?" MK Cohen continued. "The role of the head of the Shabak is very clear - thwarting terrorism, thwarting political subversion, etc. Let him deal with what he needs to do. I respect and appreciate him, but his role is not to deliver such warnings to political parties In the end, it's clear that when you enter into offensive activity, it may incite the other side. The alternative of continuing to be murdered in the streets is very bad in my opinion."

Since the operation was launched four days ago, police have significantly stepped up law-enforcement activity in Jerusalem. To date, five weapons and 34 vehicles have been seized and 17 illegal buildings have been demolished. Goods worth millions of shekels were seized, as was NIS 300,000 in terrorist funding. 468 municipal inspection reports and 498 traffic reports were handed out, and 37 writ of execution orders were implemented. The police set up 199 roadblocks and checkpoints in Arab neighborhoods and inspected 11,210 citizens and 5,909 vehicles.
