Don't think praying for 'evil' people is the right thing. They never change. It's the useful idiots that need prayers because they are brainwashed and need healing.
Praying for evil doers is not a Jewish thing.
No need for people to pray for 'evil' people. Those who are misguided should do teshuvah and return to normalcy & are forgiven; but evil doers (i.e., amaleikim) who are on a mission to do only evil are not redeemable.
