H' allowed the building of the Tower of Bavel because they had the knowledge of how to build (their tech was very good) and they were unified, so they continued building and H' allowed it to go on up until a point and then shattered their evil dream and scattered them to all corners of the earth and jumbled their language, thus creating many new languages and nations. Today, there is the UN with all the nations being included and they dream of the day when they will win their war against the Creator. H' allows the rah to continue up until the point when it is time for H' to send His servant, Moshiach, and all that was will just be a dream (which was a nightmare for humanity) and only then will humanity be able to live in peace & tranquility and finally realize that all along there is only Hashem, Ain Od Milvado, and HE is all good & perfect.
