I hate to break the news to you, but I think there is some hand-waving going on.
There is a USAID office in "Trade Tower" In the Neve Tzedek neighborhood of Tel Aviv, and it is open for business, but not to the public, despite being called the "Public Diplomacy Section" of the US Embassy. The official USAID office in the embassy itself may be closed. This one isn't.

How do they get away with that? You would think all offices would fall under the order.
