"As part of the attempts to estimate the number of people who could possibly be involved, the #committee sketched out five “circles of affinity.”

# THE REPORT AND COMMITTEE was established in 2016 by the Diaspora Affairs Ministry, which is (today, not in 2016) headed by Education Minister Naftali Bennett, the chairman of the Habayit Hayehudi party. The committee’s goal (back in 2016) was to recommend a policy to the government concerning the “**large communities” that have asked Israel for recognition, aid, and sometimes even citizenship.

** LARGE COMMUNITIES:
The first group is the Jewish “core” with over 14 million people who are commonly recognized as Jews.
The second group is comprised of nine million people who qualifying for Israeli citizenship under the Law of Return, including their family members.
The third group includes the more than five million people who can be considered "distant relatives" of Jews.
The fourth group includes some 35 million people who have “declared their affinity to the Jewish people,” such as the descendants of communities that were forced to abandon their Judaism. The fifth and last group is the largest, about 60 million people, described as having “future potential" as "descendants of Jews, descendants of forced converts, and additional communities with an affinity to the Jewish people but are not currently declaring so or are unaware of it.”

FINAL INGATHERING PROPHECIES [Wikipedia]:

In the process of the gathering of the exiles of Israel Moses emphasizes the followings points:

Following conditions attached to: "and you will return to the Lord, your God."
The exiles "at the end of the heavens" will also return.
The situation will be improved after the ingathering of the exiles of Israel in the land of Israel: "and He will do good to you, and He will make you more numerous than your forefathers.”
And it shall come to pass that on that day, the Lord shall continue to apply His hand a second time to acquire the rest of His people, that will remain from Assyria and from Egypt and from Pathros and from Cush and from Elam and from Sumeria and from Hamath and from the islands of the sea.
And He shall raise a banner to the nations, and He shall gather the lost of Israel, and the scattered ones of Judah He shall gather from the four corners of the earth.

In Law of Kings, Maimonides writes:
1. The Messianic King will arise in the future and restore the Davidic Kingdom to its former state and original sovereignty. He will build the Temple and gather the dispersed of Israel. All the laws will be re-instituted in his days as they had been aforetimes; sacrifices will be offered, and the Sabbatical years and Jubilee years will be observed fully as ordained by the Torah.
2. Anyone who does not believe in him, or whoever does not look forward to his coming, denies not only the other prophets but also the Torah and of Moses our Teacher. For the Torah attested to him, as it is said:

"then, the Lord, your God, will bring back your exiles, and He will have mercy upon you. He will once again gather you from all the nations... Even if your exiles are at the end of the heavens, the Lord, your God, will gather you from there, and He will take you from there. And the Lord, your God, will bring you... (Deuteronomy 30:3-5).

These words, explicitly stated in the Torah, include all the statements made by all the prophets.

Cyrus's Declaration (538 BC), Ezra 1:3[13]
Who is among you of all His people, may his God be with him, and he may ascend [va'Yaal / Aliya] to Jerusalem, which is in Judea, and let him build the House of the Lord, God of Israel; He is the God Who is in Jerusalem.

According to the Bible, Cyrus the Great called upon the Jews to implement the ingathering of the exiles of Israel, a Kibbutz Galuyot, through his conquests, and not only to live there but also to rebuild the Temple in Jerusalem (Beit HaMikdash) that was destroyed.
ABOUT KING CYRUS:

As Netanyahu explained in his remarks:
I want to tell you that the Jewish people have a long memory, so we remember the proclamation of the great king, Cyrus the Great, the Persian king 2,500 years ago. Thank you Neshama, for this fascinating article. I am a Nagid Noahide who has had guidance through online courses sponsored by the Pirchei Shoshanim Yeshiva. I have a large family with children from young to adult and determined conversion too hard on them after being raised so long, as well as my wife and I, in xtian culture. A story my Mom told me was that back in the day just after WW2 ended was that her family went to the Presbyterian church, but my grandfather would hang out at the local Synagogue w his Jewish friends. He would even wear a Yamika, when with them and forget to take it off and home because my Mom remembers my Gma scolding him saying "Take that yamika off, do you want people to think you're Jewish?" Also curious was how he changed his name just before 1920, because he was teased about his very german sounding name? He was into astrology though so I have so many questions.

It would be interesting to explore the number of lost Jews among the Muslims in much of the Muslim majority areas of the world beyond the Land of Israel and the Pashtuns, that would potentially be tens to hundreds of millions.

Understand why it would be considered a lower priority given the penalty of forced converts or descendants of forced converts returning to their ancestral religion.

Read about this outrage of bringing in goyim from all over the world on Tomer Devorah's blog the other day and was outraged just as much as she was. This is part of the one world religion which our enemies are trying to force upon the children of Israel. Chas v'sholom a million, billion times if such a gigantic sin would be perpetrated on our people. This will never happen. The Jewish people will be ingathered from everywhere because they are Jews, but those who think they can be 'Jews' because they wish it so, does not work. Read where there are 60 million unffiliated people who have an 'affinity' to Judiasm and the Erev Rav seem to be pushing for them to become part of the Jewish people, c'v. This will NEVER BE! Those who yearn to convert can do so on an individual basis and have been increasingly doing so in the last few decades. But, to contemplate such insanity enmasse is a chilul H' of unprecedented proportions since the time at yetziat Mitzrayim where we were plagued with the acceptance of the Erev Rav amaleikim, as the holy GR'A calls them and forewarned that they will be our worst enemies, especially at the end of days. Well, we can see right here.

Instead you spout only negativity based upon another negative view of what might be an historical Geula happening. You need to read ALL articles about this proposal. Keep an open mind and heart to our centuries old lost hidden. There is nothing wrong or unjewish about bringing back remnants of our people who suffered under cruel regimes who deprived these remnants of practicing their Jewish heritage.

Even the early Jews to America, who gave up their halachic yiddishkeit for the ‘freedom’ of the 'goldene medina’ can be welcomed back into the fold, via a true halachic conversion, IF THEY SO WISH. This is all this proposal is referring to. NOT MASS CONVERSION OF NON-JEWS, despite what other people with their own agenda insinuate. This is a project of mass dimensions, and needs proper scrutiny.

There is an entire element of Jewry that says the same about the re-entry of Eretz Yisrael into the world scene. They deny that the re-creation of a viable society in Israel is valid before Mashiach. They deny the establishment of Israel.

At the same time, others estimate that the establishment of Israel is part of the Geula Shleima. The Geula is a process, a process that is blossoming in front of our eyes. We are bringing the Land back to its blessings, Judaism is flourishing, the economy is strong, we have an army to defend, AND WE HAVE HKB”H Who is making all this possible.

WE ARE A PEOPLE AND A NATION BACK IN/ON OUR ANCESTRAL HOMELAND. Its time to bring the remnants who have suffered immensely back Home. There is a negative and positive to EVERYTHING in this world. One needs to consider both angles, but keep to the positive because that is where one finds Hashem.

Its very true that people can be ‘slaves’ to misconceptions, which blind them to Hashem working within the ‘natural’ world. The rebirth of our Nation on our Promised Land, from refugees of Europe, muslim countries and beyond is prophecy unfolding. These were the ‘fortunate’ ones who were eager to return, but there are others now awakening davka BECAUSE of the rebirth of Eretz Yisrael. We must offer them a pathway to also return.

Appreciate the immense historical dimension as if you were looking down from Shamayim!

Neshama: Cannot agree with you on most of what you write. There are many, many who were lost to our people by the loss of the ten tribes and, of course, those who suffered during the infamous Inquisition. But they after 500 years have been completely immersed within the Xtian world and are NO longer Jews. There is hardly a place in the world where there is no Jewish blood within some of its people, but that does not make them Jewish nor does it give them the 'right of return'. Those whose neshamot are Jewish yearn to come back on their own and those are the righteous converts which have been increasing of late - but only on an individual basis, as should be. When the head of the Diaspora Ministry claims there are approximately 60 million people worldwide of whom he thinks should be pursued and brought in to Israel and mix in with our people to make us a giant sized nation is beyond sick! We have always remained small. What Hashem wants is that the Whole World will recognize and know that there is ONLY H'! We pray the Aleinu prayer every day. There is a whole wide world out there with individual nations and the righteous of those nation will have a portion in the World to Come, but as far as Jews are concerned, we do not go out looking in the Amazon and jungles of the world or in countries where the Jewish people were persecuted for millenia. There are anusim today who want to convert because they found out about their heritage, which is fine and want to and should convert but that's the way it should be. But the 'ingathering' of anyone and anything goes can only lead to more Erev Rav amongst us, c'v. Where has the Jewish kop of today gone?

Neshama, then you agree that it's okay for bringing in, c'v, 60 or so million goyim to see if they want to convert and becomes Jews? No one is going to tell me that that is Torah. You have been bamboozled. The anusim who feel they have or know they are of Jewish heritage and wish to come back should convert; but the part of bringing foreign entities makes absolutely no sense and goes against our Torah and mesorah!
There is such a thing as interpretations and, r'l, today we have very mixed up interpretations.
