Naham Cohen, a bereaved brother, was arrested on Friday in Haifa after setting up a stand for placing tefillin in memory of his brother Shneur Cohen. The police said: "There is no connection to the tefillin stand he set up, but rather due to a noise offense and brawling with the inspectors who summoned the municipal police to the scene."
