Rabbi Leibel is for the Haredim who are not really learning in the Yeshivot to be conscripted into Kosher army programs. He considers it to be a greater danger for these types of boys to stay in Yeshiva than to go to the army since he has seen how such boys deteriorate in Yeshiva. He says that such boys staying in Yeshiva is a big danger and going to the army is a small danger.

He said that although there are some secular groups who are still trying to secularize the religious, it is nowhere close to how it was in the 1970s when it was much more widespread and much worse.

He did mention that the arrest of Yeshiva boys is terrible and will have the opposite effect.

He said that although many rabbis don't agree with him in his stance, these are rabbis who are afraid of any change. He said that change in these types of situations happens slowly. He gives the example of how the Bais Yaakov movement was opposed by many rabbis in its day also until the Hafeitz Hayim gave his stamp of approval.

Kosher Army Programs are Questionable. We hear often how religious soldiers are persecuted and denied their religious rights that are supposedly guaranteed by the IDF. These broken souls should not be sent to the Army. Let them enter a different Yeshiva, or do community volunteering, but not the army. I really don't agree with this Rabbi; however, i'm sure there are other Rabbis that do follow this Rabbi's lead. A broken soul needs the right Torah wisdom, not the army.
