The real question about efforts like this is who funds them? There is no way this person, no matter how earnest, is doing this without financial support. USAID? Medina? Some other sketchy government or NGO?
'From within will come your worst enemies'! How true. The outside ones cannot hurt us if we didn't have the enemies from within!
