The way I see this*: A pre-emptive strike on their nuclear reactor and a few other strategic areas would lower their boisterous rantings. Iran would probably not retaliate, but continue to provide fuel for No Korea's rhetoric; Syria is not in a position to get into a war in another part of the world, and Russia neither.

It was closed in July 2007 under a six-nation aid-for-disarmament accord. The US-Korea Institute at John Hopkins University said Wednesday that a satellite photograph seen on March 27 appeared to show construction work along a road and near the back of the reactor was already under way."
