Greetings from the Holyland !!! I think what we see is the traditional second hakafot which is done after simchat Torah all over Eretz Yisrael . Those from outside of Israel ,celebrating the holiday in Israel are suppose to conduct their second day prayers in private .not public [Code of Jewish law Orech Chaim 496 Mishna brura 13 ] All our blessings .
