The correct way of calling it should have been the Land of Israel, according to the Torah (Bible for the nations). It would still not have been the complete Land, but, B'H, we still gained access back to our Land. The 'State' was just right for the bolsheviks who were the ones who got the nations to accept us. The 'state' changed the real meaning of 'Israel' because now Torah would not mean anything so we could be like the rest of the world. The Land of Israel (Eretz Yisrael) on the other hand, is Torat Yisrael. No matter how they now want to change the wording & the law doesn't matter because their intentions are still the same.
